Independent Living

Our Mission is to assist people with disabilities to live independently, pursue meaningful goals, and have the same opportunities and choices as all.

The Center for Independent Living of Northeastern Minnesota (CILNM) is a private, non-profit, community organization, serving persons of all disability groups within eight northeastern Minnesota counties. CILNM promotes and practices the independent living philosophy of consumer control regarding decision-making, service delivery, management, and establishment of the policy and direction of the center.

Through self-help and self-advocacy, and the development of peer relationships and role models, CILNM assists individuals with disabilities to live independently, to exercise equal rights and choice; and, to have opportunities to access services available to all, regardless of the funding source or ability to pay. These services include programs, activities, resources, and facilities within their communities.

 

INDEPENDENT LIVING SKILLS

Independent Living (I.L.) skills are the abilities used to function in the community and home. Employment, budgeting and money management, housing, transportation, etc. are all areas requiring I. L. skills. Persons with disabilities often do not have the opportunities to develop these necessary skills. To counteract this, CILNM offers a comprehensive independent living skills assessment and training program. Consumers desiring I.L. training can work with an I. L. Specialist to develop a goal plan customized to their own needs.

Consumers can also be referred to CILNM by schools or vocational rehabilitation agencies for assessments to determine areas in which there is a need for I. L. skills training.

 

WAIVERED SERVICES

A waiver is an arrangement whereby the county provides contracts with CILNM to provide independent living skills training to consumers with disabilities. Currently, CILNM is a contracted provider of CADI and TBI waivers.

CADI Waiver

The Community Alternatives for Disabled Individuals (CADI) Waiver serves individuals with disabilities who are in danger of institutionalization. If an individual meets the eligibility criteria the CADI program can help pay for many services not paid for by medical assistance. Among these services is independent living skills training.

TBI Waiver

The Traumatic Brain Injury (TBI) Waiver serves individuals with traumatic brain injuries who are in danger of institutionalization. As with the CADI waiver, the TBI Waiver has eligibility criteria in order to assist qualified individuals by paying for services not provided by medical assistance.

How is a waiver set up?

The waiver process begins with a social worker performing a preadmission screening to determine eligibility. Eligible consumers will then be referred to CILNM for an assessment to determine areas of Independent Living (I.L.) skills training . This assessment assists the county in determining how many hours of I.L. skills training will be funded. Services to the consumer are divided among Independent Living Specialists and Independent Living maintenance workers.
